Long awaited by telecoms operators, the European Commission's recommendations to the member states on the digital dividend' were presented on 28 October. The term refers to the frequencies that will be freed up as a result of the total transition (by 2012) from analogue to digital television. Many member states already envisage opening these golden frequencies' to other services, notably mobile telecoms. But, according to the draft document acquired by Europolitics Information society, the Commission intends to ensure the plan is rolled out harmoniously across the Union.
