On 1 October 2009, the European Commission officially announced the launch of the EGNOS open service. The European Geostationary Navigation Overlay System consists of transponders aboard three geostationary satellites and an infrastructure that includes a network of some 40 ground stations and four control centres. The European Satellite Services Provider (ESSP), based in Toulouse in France, operates the system until 2013 under a contract signed with the European Commission, on 30 September.
