The Obama administration is trying to stave off criticism that it was ill-prepared for the swine-flu pandemic amid a shortage of vaccines and long lines of frustrated people awaiting inoculations.
The stepped-up effort is designed to address the medical challenges of the looming H1N1 pandemic, as well as to inoculate President Barack Obama against political backlash in the 2010 midterm congressional elections.
