ONE in every ten drivers on our roads is not qualified to drive solo.
Official figures show that almost 320,000 of the 2.1million driving licences held in the country are provisional licences.
But although this may seem a high number, the previous year there were even more, with 435,000 learners on the country's roads.
The decrease means that at least 115,000 learner drivers either passed their test or did not renew their licence in 2008.
The news will come as a boost for Noel Dempsey, who had pledged to reduce the numbers of learner drivers on the road, many of whom were exploiting a loophole which ...
