Elated exporters thought they'd stumbled onto buried treasure: The U.S. Supreme Court said earlier this year that nearly $2 billion in taxes that the government had collected on exports was unconstitutional and had to be returned. But it could be a long, long time before the government shows exporters the money, and those who never paid the tax are sitting prettiest.
