DAVID S. HOWE, a Syracuse attorney with 30 years of litigation experience, has started Howe Mediation Services LLC, providing mediation for civil actions in Upstate New York. He is a partner in Porter Nordby Howe LLP, with offices at 316 S. Clinton St., Syracuse.
MARY DiBIASE has been promoted and KATIE SKRUPA and DEBBIE TROTZ have been hired at Enable.
DiBiase, of Minoa, is assistant program director of community services. She has been employed with Enable since 1990, most recently as program coordinator. She is a graduate of the State University College at Buffalo.
