Developing new condominiums at San Francisco's Hunters Point Naval Shipyard might be an uphill climb even in good times, given the isolated area's reputation as industrial and economically depressed. Add a construction loan freeze, weak demand for new homes and persistent unemployment, and that hill looks more like a mountain.
