Democrat Bill Owens declared victory this morning in the special election for the 23rd Congressional District seat where about $4 million was spent on an intense, five week
campaign that turned into a political soap opera that captivated the nation.
With 93 percent of the vote counted, Owens led Conservative Doug Hoffman by about 5,000 votes, 49 percent to 45 percent, according to unofficial election results. Republican Dede Scozzafava, who suspended her campaign, had 5 percent.
Hoffman conceded the race shortly after midnight, even though about 10,200 absentee ballots had been sent out to voters ...
