When you read this, steel yourself, as this reader had to do. We learn from the current issue of Yachting magazine that the Coast Guard is thinking of issuing a regulation that would require all boaters to wear life jackets at sea. This is very different from the law requiring us all to stow life jackets on a boat in case of emergency -- that rule has been around since the Titanic, and quite right. Perhaps Captain Smith should have made his rounds wearing a life jacket. And who knows, by the logic of the madman in the Coast Guard who is ventilating this proposal, Leo and Kate would have been wearing life jackets even when having at it in the hold of ...
