CEBU CITY – A local industry player believes that apart from unemployment, the country is suffering from having underemployed workers or those whose skills and abilities do not fit their working environment.“Apart from the exodus of our workers who seek better opportunities abroad, we have so many workers that are misaligned from their careers or are underutilized.
