Switzerland s government suspended an agreement to restore frayed diplomatic ties with Libya, saying the North African country that it s been in a dispute with since last year systematically refuses to cooperate.

Libya won t say where two Swiss businessmen, including one working with ABB Ltd., are being held since the son of leader Muammar Qaddafi was arrested in Geneva and isn t allowing anyone to see them, the government said today in a statement on its Web site. The Alpine federation said it will continue restricting visas to Libyans.
