In Northeast Ohio, eight banks have caught regulators' attention the past two years for bad loans, low capital levels or management blunders. However, the supervisory agreements and cease-and-desist orders regulators issue for banks' lapses don't necessarily portend a dismal future for the institutions though they may not be doing the local economy much good.
