INDIA AND PAKISTAN'S RECENT demonstration of their nuclear capabilities raises a host of questions about the countries' plans for their forces, doctrines, and policies. Even before this milestone, it was evident that the two were involved in an arms race, with high levels of military spending and preparedness. The rapidity of Pakistan's "response" to India's tests suggests that a modest stockpile of warheads (or nuclear "devices") already exists in South Asia. If nothing else, Western analysts should not underestimate the technological level of either nation or their skillful use of deception to hide their true capabilities.
