A Cambridge manufacturer could lose a $1.4-million contract to supply materials for a California water project because of the controversial Buy American trade policy.

And the setback couldn t come at a worse time for Cambridge Brass Inc., which has had to lay off nearly half its workforce this year in the face of one of the worst economic downturns in history.
