When Kristan Cale heads off to college next fall, her mailbox probably won't be overflowing with prescreened offers for credit cards.

This rite of passage familiar to many college freshmen in years past, will fall by the wayside after February when the Credit Card Accountability Responsibility and Disclosure Act of 2009 takes effect.

After that, applicants under the age of 21 will be required to have a parent cosigner or provide proof they can repay the loan.

That's good news for Cales' parents, who aren't eager for their daughter to have a credit card.
