International organizations have consistently criticized Mexico for its inability to curb human rights abuses and protect its citizens' basic rights. Some criticism has been directed at the semi-independent Comision Nacional de Derechos Humanos (CNDH), which has been viewed as an ineffective paper tiger that talked the good talk but got very few results.
