Countries tend to set up institutions to proclaim their nationhood, and this is true even of those nations which exist within a larger state. Next summer the National Assembly for Wales will meet for the first time, following elections to be held in May. In many ways the establishment of this important new institution will be the culmination of a gradual movement, which began in the nineteenth century, towards the recognition of Wales as a nation.
