BUOYED by its success in the byelections in Uttar Pradesh, the Congress is working on a strategy to capture power in the state and neighbouring Bihar, which send 120 MPs to the Lok Sabha.
Assembly elections in UP are due in 2012 while Bihar goes to polls next year. Party managers feel Muslim voters could shift to the Congress by the time assembly elections are held.
Sources said the process of holding internal elections in the Indian Youth Congress and the National Students Union of India ( NSUI) would be over by 2011. " We can hope to have a highly motivated youth cadre in place to supplement the parent party," the sources said.
