I. INTRODUCTION
The North American Development Bank (NADBank or the Bank),(1) one of two joint U.S.-Mexico institutions, is credited with calming the fears of public interest organizations(2) that oppose the North American Free Trade Agreement (NAFTA) and with ensuring passage of the trade agreement.(3) Among the groups questioning NAFTA's effects, the environmental lobby claimed that NAFTA would increase health and safety concerns, escalate environmental degradation, and destroy existing infrastructure throughout the U.S.-Mexico border region.(4)
