The need for satellite TV providers to compete with cable operators that deliver local television channels to their subscribers has spurred a host of short-term plans that include using over-the-air antennas and spot beams to serve viewers near large cities.
Satellite TV providers complain they are losing at least half the people who might become customers because federal law prevents the companies from offering distant network signals to people who live in urban areas.
