It is evident that due to deregulation of fertilizer industry, the prices of artificial manures have increased considerably. Because a sharp increase in the cost of fertilizers and pesticides, production has not risen to the required level. This has resulted in large-scale shortages of wheat, sugar and edible oil. The fertilizer industry is capital intensive. Therefore, in the initial years, due to high financial costs, new projects become unviable. To develop the fertilizer industry the government gave liberal incentives which included reduced gas tariff and a subsidy on production.
