ABSTRACT
THIS ARTICLE ANALYSES New Labour's practical "operational code" which, Eric Shaw suggests, consists of five operating principles: an emphasis on individual responsibility, a moralistic view of community, the importance of government provision of equal opportunity, pragmatism in choice of governing instruments, and faith in the social competition state (which combines government regulation with free markets).
