This is an unusual occasion for me. Normally when I am asked to speak, it is on topics such as how to save money on taxes or how to get tickets for the Olympic Games in Atlanta this summer. [Don't call!] Indeed, I suspect that those responsible for me being here today probably expected something of that nature.
The risk they took was in letting me choose the title of my remarks. And, but for the Quebec referendum last October, taxes or the Olympics is probably what you would have got.
Why this topic? Why now? Why here at the Canadian Club? Why me?
The topic is designated to reflect my personal concern with the quality of the political leadership ...
