David Kilgour was born and educated in Winnipeg. He received a BA in economics from the University of Manitoba and an LLB from the University of Toronto. He has worked as an investment analyst, economist, journalist and was admitted to the bars of Alberta, British Columbia and Manitoba. In 1968, he ran as a federal Progressive Conservative candidate in Vancouver Centre but was defeated. He was elected the member of Parliament for Edmonton Strathcona in 1979, re-elected in 1980 and 1984, then elected MP for Edmonton Southeast in 1988.
