Romeo Dallaire has countered attacks on his Rwanda performance by saying he lacked information on the day all hell broke loose and ten of his men were killed. What about before? If "our military leadership is second to none," as former justice Dickson says, wouldn't Dallaire have issued some form of anticipatory orders in case of an attack?
