IN THE years since Martin Peretz assumed overall direction of The New Republic, the magazine has been rejuvenated. Int its long history it has gone through a number of phases, but it is now more lively and informative than at any other time since 1945, and it often contains articles and reviews that are essential reading. Its Washington political reporting under Morton Kondracke is first-rate, and the magazine today is not knee-jerk in its analysis.
For example, the lead editorial in its February 20 issue was entitled "The Upside Abroad," and it took direct aim at the charge that the Reagan Administration has accomplished nothing in foreign affairs. It ...
