THE UNITED STATES' withdrawal for two years from the jurisdiction of the World Court in disputes relating to the Central American situation, with particular regard to the Nicaragua harbor mining controversy, has been condemned by Senator Moynihan and columnist Anthony Lewis of the New York Times. According to these gentlemen, the argument made in a Times Op-Ed article by Allan Gerson, legal advisor to Ambassador Jeane Kirkpatrick, is based on "ignorance"--ignorance not only of international law but also of the history of our country.
