THE RECENT deportment of Soviet Union could readily suggest that relations between the superpowers have entered the Ice Age. The Russians are on one helluva tear. After the KAL 007 massacre, they offered no apology, no compensation. Then they walked out of the Geneva arms talks. When we proposed troop reductions in Europe, they rejected them out of hand. Similarly scorned was the U.S. draft of a chemical-weapons treaty. After the Chinese received President REagan hospitably, the Russians canceled their ranking diplomat's visit to the PRC.
