Michael Shafnacker is earning a little more than half of what he made during a stint as a merchant seaman, but he has no complaints about his new job as a computer programer or the federally funded training that made it possible.

Shafnacker, a 32-year-old resident of Weymouth, Mass., holds a college degree and worked as a commercial diver before learning his new trade under the Job Training Partnership Act.
