Jesse Helms has been called all that and, if he wants it, in January he'll have a new title: Chairman of the Senate Foreign Relations Committee.
Though the militantly conservative Republican promised voters not to give up the chairmanship of the Agriculture Committee, colleagues think it will be hard for him to resist the chance for a louder voice in global affairs.
