GENEVA -- OPEC oil ministers Thursday appeared to be nearing approval of a plan to monitor compliance with the organization's oil production and price rules and a revised structure of price differentials between light and heavy crudes.
Without such output and price discipline, several ministers warned, an all-out price war is inevitable both within OPEC and with increasingly influential non-member producers such as Britain and Norway.
The afternoon OPEC session adjourned, but the ministers met again in private Thursday night. United Arab Emirates Oil Minister Mana Said al-Oteiba declined to say if any agreement had been reached.
