Article: White House seeks lease powers for forest service.

WASHINGTON -- The Agriculture Department's Forest Service will eventually become a minerals leasing agency, along with the Bureau of Land Management, under a Reagan administration proposal for the two agencies to exchange jurisdictions over about 30 million to 35 million acres of western lands.

Redesignating some Interior Department BLM lands as Forest Service acreage and vice versa, as well as granting the Forest Service mineral leasing powers, will require congressional approval. BLM Director Robert Burford and Forest Service Chief Max Peterson said they planned to submit the proposal to Congress in May.
