THEODORE WHITE in "The Danger from Japan' (The New York Times Magazine, July 28) writes of a resurgent Japan waging vicious economic warfare on the rest of the world. In ominous tones, White portrays the Japanese as conducting "one of history's most brilliant commercial offensives, as they go about dismantling American industry,' and suggests that Japan's spectacular success in export trade calls into question whether or not the United States really won World War II.
