IN THIS the autumn of our discontent it is fascinating to observe the feverish efforts of the American Left to settle upon one foolproof issue that could be depended upon to scuttle the Reagan Administration's second term. Thre is an ample reserve of causes yet to be activated, of course, but few of them would offer the emotional satisfaction of the crusade (charade?) that has held the attention of the media ever since the inevitable collapse of last May's Bitburg crisis. As long as the tension over the South African dilemma can be prolonged, there is little need to develop a fresh theme.
