WASHINGTON -- A proposal by the Interior and the Agriculture Departments to swap jurisdictions -- including control over mineral resources -- on about 25 million acres of federal land may receive a quick airing by Congress but probably no quick action.
A House Interior Committee aide said the Interior Department's Bureau of Land Management and the Agriculture Department's Forest Service had made a "valient effort" to meet the concerns of constituent groups in the affected areas, but the ultimate success of the proposal depends on satisfying any remaining local opposition.
