One of the big problems associated with the PERTAMINA projects is the question of funding. Increasing the capacity of oil refineries takes a lot of money. Huge investment totalling US$ 760 million will be needed to upgrade and modify existing oil refineries - US$ 8,288 million for the 4 EXOR projects and US$ 9,498 million for the 4 Domestic Refinery projects.
