WASHINGTON
THE United Nations is in the throes of a financial crisis that has "profound implications" for its future, Secretary-General Javier Perez de Cuellar cautioned recently. Only 42 of 159 member states have so far paid their full assessments this-year toward an $830-million annual budget: arrears from previous years amount to better than $249 million, not including a separate deficit for peace-keeping operations.
