Misreading the Middle East
WATCHING CONGRESS perform in the foreign-affairs arena makes it easy to understand why the authors of the Constitution never intended the legislative branch to have much influence over American foreign policy. A classic case in point was the recent overwhelming vote in both the House and the Senate against the Administration's proposed sale of tactical missiles to Saudi Arabia.
