Saudi Arabia is the biggest market for petrochemical plant construction in the Middle East. Iran could become a bigger market if a new government, to be formed by President Rafsanjani after the final round of parliamentary elections in May 1992, decides to embark on massive gas-based projects.
The availability of capital is the key to new petrochemical projects in the Middle East. With the exception of Saudi Arabia and fellow members of the Gulf Co-operation Council (GCC) which are rich in oil, the other countries would have difficulty in raising project finance or in attracting foreign investors.
