The EC's Commissioners for Competition and Communications, Sir Leon Brittan and Filipo Pandolfi, finally presented the Green Paper on the Development of the Single Market for Postal Services on May 13. The Commission adopted the Green Paper at its meeting in Strasbourg, three years after work began on drafting the document in 1989.
The 400-page Green Paper is rooted in the idea of a universal, efficient postal service available to all, and at a minimum cost to the consumer.
