Showdown for sanctions
Under mounting pressure, President Reagan is reacting to demands for tough sanctions against South Africa with minor policy changes that he hopes will prevent rebellion in Congress. He may be too late with too little.
By unveiling a revised policy of "expanded constructive engagement," the President seeks to buy time for coordinated diplomatic initiatives by the U.S., Britain and Common Market countries.
