Unlike George Bush, Bill Clinton is not an oilman and is not likely to take on Saddam Hussein as a "personal adversary" in the Middle East - a label Saddam has bestowed on Bush since he invaded Kuwait in August 1990. But he and fellow Democrats will not spare Saddam the agony of guessing, while Iraq under him remains isolated. As to what a Democratic President might do to dictators in the Middle East, or elsewhere, is not likely to become known until a major crisis of Iraq-Kuwait proportions has arisen.

One thing clear, however, is that Clinton will not defend oil in general, though he is ready to protect domestic oil production, and will promote natural gas on lines ...
