Indonesia's biscuit industry started quite a long time ago with the establishment of PT Khong Guan Biskuit Factory Industries Ltd. in East Java city Surabaya in 1956. In 1960, this company obtained a BKPM (Investment Coordinating Agency) license to deal in the biscuit industry as well as to relocate its factory to Jalan Raya Bogor KM 26, Ciracas, Jakarta.

Nowadays, Indonesia has a total of 54 biscuit factories with a combined production capacity of 87,992 tons per annum. These factories are geographically spread over 11 provinces.
