As one might have expected, the first meeting of the Conciliation Committee on the 4th Research Framework Programme on March 4 in Brussels did not lead to agreement between the Research Council and European Parliament on a common text. France, Germany and the UK refused to modify the budget figure set out in the common position which had already been established, while the MEPs would not give way on any of their proposed amendments, feeling that it was up to the Council of Research Ministers to "make a gesture". The Research Council, which broke up late on March 4, will resume business on March 21, with the aim of trying to move the dossier forward. There ...
