FIDEL AND HIS MASTERS
I READ David Brooks on Latin America (NR, March 14) with interest and respect, and also with a measure of disagreement. In the interests of free debate and of NR readers, I therefore offer some comments.
Mr. Brooks made the following points, among others:
--Cuba, not the Soviet Union, is the real threat to U.S. interests in Latin America.
--Having put pressure on Fidel Castro to follow the Soviet line, the Soviets now "seem to have given Castro almost total say" over how he wants to allocate the enormous resources they make available to Cuba.
