Government experts have begun to weigh the possibility of a "Middle East Energy Charter" proposed to be signed by the Arab states, Israel and neighbouring countries. The charter would be part of the Middle East peace process and would also involve the powers behind the five multilateral tracks of this process.
Each of the five tracks is dealing with a key issue in the Middle East: water (whose committee is chaired by the US), economic co- operation (the European Union), the environment (Japan), refugees (Canada) and security and disarmament (Russia).
