Summary: The countries that are not members of the OECD (Organisation for Economic Cooperation and Development) did not all respond to a letter from the European Commission asking them whether they would like waste originating in the EU and destined for recycling (known as "green list" waste in an EU Regulation) to be subject to inspection upon entering their territory. Others answered that they did not want some or any of this waste within their borders. In both cases - even when these third countries have made it clear that they do not want to import such waste - transfers will be authorised only if the relatively strict procedure for "red list" waste is applied.
