Summary: An independent report, commissioned by The European Commission to compare two alternative systems for liberalising European electricity markets, has concluded the sole buyer (SB) model is more restrictive that the system of negotiated third party access (TPA). Produced by the Energiewirtschafliches Institut (EWI) in Cologne, Germany, the report says the two alternatives are fundamentally unequal in terms of the level of market opening and market access they provide. Co-existence of the two models would not provide a level playing field. The EWI stresses modification to the SB-regime will be necessary to address this imbalance and ensure reciprocity.
