Mexico: Chaos on Our Doorstep NEARLY THREE YEARS have passed since General Paul Gorman, then head of the Panama-based U.S. Southern Command, warned members of the Senate Armed Services Committee that "unless there is a dramatic change . . . Mexico will be the number-one security problem of the United States." Gorman went on to note that Mexico City was "the center for subversion throughout Central America," adding that Mexico had "the most corrupt government and society" south of our border.
