Summary: The amount of toxic substances being dumped in the Mediterranean Sea should be reduced by the year 2005. That is the compromise which emerged from the Conference of Environment Ministers where the twenty countries bordering the Mediterranean were represented. In the absence of Syria and Lebanon, the other members of the Convention on the protection of the Mediterranean, set up in 1976 under United Nations auspices voted through a new plan of action for the Mediterranean (PAM) to replace the one drafted twenty years ago.
